Sending emails one-by-one, witha 3-4 second delay

Hi there. I have been advised that it's best to send emails one-by-one, with a 3-4 second delay between them so as to avoid being targeted as a spammer by my ISP (Bellsouth).

Can anyone advise me how I can do this?
