Before I dive in the deep end does this program enable voice over as well as music?

No, not at this time. You can either add music or record your voice.

For the record, I have heard of customers recording their voice over playing a CD in the background

I can tell you what I do myself
I use Audacity which is a free piece of software
You can record your voice with audacity
then you choose a music from a CD (you need a program to do that)
and you can mix your voice with the music
and you get a soundtrack that you synchronize with your pictures using DVD Pixplay
Thats all! easy actually
