Can you give an example of why one might need to use the "export, then import,
the keywords list" option?

Also, if one has the DB folder backed up, can one just uninstall SPM,
then simply reinstall it > delete new DB folder and insert backed up DB
folder to get database/keywords back exactly how it/they were before?

Export/Import would only be one when you want to add a new set of keywords quickly. But there are already batch input tools, so I don't that it is useful.

Yes, you can just restore a database to a folder and open it to get access to the file list and its keywords. If you are moving to a new computer, ensure you put the linked images in the same places as the old machine (or you will need to use the "Relocate" function).
