This is really weird, you can see the text lightning menu for the shortcuts is not in the Outlook message anymore. I think sometimes it ends up behind the Outlook message which makes one think that it is not working at all.

Hi Doug

Unfortunately this is due to an incompatibility with the latest Office update.

Until we implement a complete fix for this, you can resolve it as follows:

Select File > Options > "General" tab in Outlook. Find the user interface settings and choose the "Optimize for compatibility". Then restart Outlook.
