OK, Text Lightning does not support this kind of button rearrangement via Outlook.

Posted - Feb 20 2013 : 08:12:01 Windows 7, Outlook 2007, Text Lightning v2.0. I click Add/Remove Buttons->Customize->Commands Tab->Rearrange Commands->Toolbar and select the Text Lightning toolbar. I remove unwanted Icons and click Close then Close. The icons are gone, but return as soon as I leave the inbox and return.
