for instance, someone replies back with a list of addresses they would like added to the mailing list.

If you put messages such as this into a special folder in Outlook (e.g. "Subscribe_All") you can set up a folder processing task under View > Options, Email Processing to automatically subscribe all addresses found in messages in that folder (and then move the message to another location).
