I don't think there are free programs that make invoices. It's just that they are quite complicated, and I can't imagine who would then provide them for free.
You can still use an online service to draw up an invoice. This is very convenient. Primarily due to the fact that you can open the site anywhere you have internet and even on your smartphone. This invoice builder can let you create an invoice for free once a month https://www.genio.ac/invoice-generator/. But it is better, of course, to get a subscription. It is inexpensive, in my opinion.
